Buncombe County – On February 24, 2025, Shamrock+ announced its deployment of FAA-certified drone pilots and visual observers to assist with disaster relief efforts in western North Carolina following the devastation caused by Hurricane Helene in September 2024. The initiative, which began on February 6, focused on capturing aerial footage to assess the extensive damage inflicted by the storm, particularly in the region’s streams and waterways.

Collaboration with Federal Agencies

Shamrock+ partnered with JBW Federal and the U.S. Army Corps of Engineers to survey debris left behind by the hurricane. The storm resulted in catastrophic rainfall and powerful winds, leading to record-breaking flood events across multiple counties. Officials estimated that approximately 50 million cubic yards of debris would need to be managed, presenting a significant challenge for recovery efforts. The collaboration between Shamrock+, JBW Federal, and the U.S. Army Corps of Engineers aimed to streamline disaster assessments and improve recovery efficiency. Shamrock+ deployed ten drone teams capable of covering 100-200 locations daily, providing immediate aerial assessments that traditional ground crews could not match in terms of speed and safety. Lee noted that drones captured highly accurate data with geotagged metadata and 3D modeling, surpassing traditional manual assessments.

Shamrock+’s approach to disaster recovery has evolved significantly since its inception during Hurricane Matthew in 2016. The company has refined its strategies based on lessons learned from previous operations. Lee explained that immediate mobilization and coordination with federal partners have been optimized to ensure efficient resource deployment. Technological advancements now allow for multi-layered data collection using zoom, thermal, and 3D imaging, which enhances assessments in hard-to-reach areas.

Safety measures have also improved since past missions. Each drone team is equipped with first aid kits, communication radios for areas with damaged cell towers, and live tracking systems to enhance field safety. These refinements have contributed to faster recovery times, greater data accuracy, and reduced risks for response teams.

Environmental Concerns and Sustainable Practices

The debris left by Hurricane Helene poses long-term environmental concerns for Western North Carolina’s ecosystems. Water contamination, habitat destruction, and increased erosion are significant risks associated with unmanaged debris. Shamrock+ is addressing these issues through eco-friendly, data-driven recovery strategies. High-resolution drones are utilized to map debris in flooded and remote areas, minimizing land-based disruption while providing precise data for categorization and removal.
